COWBOYS?!?!?!?!

So Chief Daley thinks officers assigned to the patrol unit are "a bunch of cowboys"? Well if you have officers willing to chase suspects for "minor" offenses as Auto Theft, Burglary, Rape, Assault, etc I say GOOD! It's nice to know that Indep still has people who act like police officers instead of a bunch of Civil Servants waiting for their retirement. Is that why Chief Daley came here? To turn Indep into another Kansas City where the CRIMINALS can get away with a crime and all KCPD does is come slobbering to the victims and say "We're sorry you were victimized. Here's your report number" and walk away. Chief Daley already drove what morale the dept had by eliminating the Officer of the Month Awards and considers being assigned to Patrol as "punishment". Now he calls patrol officers "Cowboys" for pursuing a stolen motorcycle. Great job Chief.

Recent Independence Examiner article in regards to the 9/23/2009 deadly motorcycle chase:

The city has seen a spike in motorcycle thefts since July. Mostly, they’re Japanese model motorcycles, like the speeding motorcycle. The investigations and patrol units have been investigating why.

Also, the drug unit is investigating an unknown suspect who is reportedly delivering illegal drugs in Independence. That person is delivering the drugs by using stolen motorcycles, Cato said.

I only see two applicable situations as defined, but is the Chief willing to call his Posse "reckless or speedy automobile drivers"? Is he willing to state his posse is reckless or irresponsible, although undertaking dangerous or sensitive tasks heedlessly?
